Tested using utils/test-pkg with toolchain br-arm-full on the
following reverse-dependencies: bash at dtc host-dtc. Also tested
using a custom toolchain and configuration on: conntrack-tools
iproute2 libnl libpcap libtasn1.

Our current host-bison installation is not relocatable, so if you
generate the SDK, and install it in a different location, bison will
no longer work with failures such as:
bison: /home/user/buildroot/output/host/share/bison/m4sugar/m4sugar.m4: cannot open: No such file or directory
This particular issue is already resolved upstream by the addition of
"relocatable" support, which we enable using --enable-relocatable.
Once this issue is fixed, a second one pops up: the path to the m4
program itself is also hardcoded. So we add a patch to fix that as
well. The patch has been submitted upstream, which have requested for
further refinements not applicable to the Buildroot context; in the
meantime, we carry that patch.

Following the bump of Bison to 3.4.1 in commit
d3c2f33543, the build started failing on
autobuilders using a fairly old version of make (3.81). The failure is
caused by a parallel build problem in examples/c/reccalc/.
Fixing it is not trivial, and would require autoreconf, which then
fails due to help2man being missing. So for the time being, simply
disable parallel build on bison.
The issue has been reported to the bug-bison@ mailing list, but the
e-mail doesn't appear yet in the mailing list archives.

We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for GPLv3/GPLv3+ is GPL-3.0/GPL-3.0+.
This change is done using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/\<GPLv3\>/GPL-3.0/g'

Bison needs m4 (at runtime). In addition, the bison 2.5 configure script
checks for m4 4.1.6 or newer, and bails out otherwise, but ends up looking
at whatever the build host has rather than the cross version, which might
not be the correct version (or even available).
Fix it by short circuiting the check.

Thanks to the pkgparentdir and pkgname functions, we can rewrite the
AUTOTARGETS macro in a way that avoids the need for each package to
repeat its name and the directory in which it is present.

The cleanup of $(TARGET_DIR)/usr/share/man, $(TARGET_DIR)/usr/man,
$(TARGET_DIR)/usr/share/info, $(TARGET_DIR)/usr/info,
$(TARGET_DIR)/usr/share/doc and $(TARGET_DIR)/usr/doc is already done
globally in the main Makefile. Therefore, there's no need to handle
that on a per-package basis.

We have been passing -q to ./configure when using 'make -s' for
packages using Makefile.autotools.in for some time. Do the same
for packages using autotools, but not using the
Makefile.autotools.in infrastructure, taking care to not do it
for packages with hand written configure scripts.

A C library will have been built by the toolchain makefiles, so there is no
need for packages to explicitly depend on uclibc.
