Since upstream commit 1faaf7035cabda101e1d6653bff7a539f201db91
("plural.c: improve reproducibility"), glibc now requires bison to be
available on the host for its build process. This is needed starting
with glibc 2.27.

Fixes the following security issues according to NEWS:
CVE-2017-1000408: Incorrect array size computation in _dl_init_paths leads
to the allocation of too much memory. (This is not a security bug per se,
it is mentioned here only because of the CVE assignment.) Reported by
Qualys.
CVE-2017-1000409: Buffer overflow in _dl_init_paths due to miscomputation of
the number of search path components. (This is not a security vulnerability
per se because no trust boundary is crossed if the fix for CVE-2017-1000366
has been applied, but it is mentioned here only because of the CVE
assignment.) Reported by Qualys.
CVE-2017-16997: Incorrect handling of RPATH or RUNPATH containing $ORIGIN
for AT_SECURE or SUID binaries could be used to load libraries from the
current directory.
CVE-2018-1000001: Buffer underflow in realpath function when getcwd function
succeeds without returning an absolute path due to unexpected behaviour of
the Linux kernel getcwd syscall. Reported by halfdog.

Make the detection of libnuma in the configure script consistent when
the numactl package is enabled.
ltp-testsuite does not currently take explicit enable/disable for
libnuma, so none are used. The next ltp-testsuite version will add these
options.

This is a major update for libgpiod. The API is not compatible with the
v0.x.y series but since nothing in current buildroot git depends on
this project, I believe we can simply bump the version.
The included tools are compatible with their 0.x.y counterparts.

Starting from version 0.28, C++ wrappers are provided as well. The
configure script appropriately detects the availability of a C++
compiler so no Buildroot changes are needed for this.
Building fails with --enable-ipv6 so --disable-ipv6 is needed in
CONF_OPTS. This is known by liblo developers and building without
ipv6 support is recomennded.

Ncurses 6.1 introduced the config option --disable-stripping which is
set to no by default.
Set this option to ensure that ncurses doesn't try to strip the
executables.

When generating a random configuration, also check the host
dependencies for that configuration and error out if it fails.
This is mainly intended for the autobuilders, so they don't try to
build a configuration for which the necessary host packages are not
installed.
Instead of erroring out, we could also generate a different random
config. However:
- When called for the autobuilders, the autobuild-run script will
anyway just attempt another build. The only difference is that a
warning will be printed in this autobuild log now. This warning
is in fact quite useful to hint that the autobuilder could benefit
from intalling this additional host package.
- When called manually, the user may in fact want to install the
missing host package and continue with the saved random config.

Some packages build C++ 32bits host-tools and need the g++-multilib to
be installed on the build machine. As example, qt5webengine builds a C++
host-tool when target is 32bits.
Add the check for g++-multilib to the dependencies script; and update
the Dockerfile to install g++-multilib package.

Add an option to ncurses to install extra user-configured terminfo
files. By default, only a small number of vital terminfo files are
installed on the target. This allows a build to specify the terminfo
files it needs.

uClibc-ng removed internal RPC implementation as it
is ipv4 only and can not be used for most important RPC software
rpcbind and nfs-utils.
musl does not implement RPC and GNU C library deprecated the
internal implementation a while ago.
It is still possible to use the C library implementation.

GLIBC_SRC_SUBDIR was needed when Buildroot supported
eglibc which stored all sources in a sub-directory.
It was not removed by the commit removing eglibc support [1].

The current version of lightning doesn't build with recent versions of
binutils. Since this has been fixed upstream in a dot release, let's
bump to the upstream version that has the fix.
While at it, add a hash for the license file.

While we have several defconfigs building internal toolchains with
uClibc, we don't have any building internal toolchain with glibc and
musl. However, having such defconfigs is nice when we bump the C
library version, in order to immediately get feedback on build
failures.
Note that while the ARC internal defconfig uses glibc, it uses the
special ARC glibc version, so it doesn't test version bumps of the
upstream glibc C library.
