dhcpcd-9 defaults the run directory to `/var/run/dhcpcd` instead of
`/var/run` and the prefix of dhcpcd has been removed from the files.
Make it so.

The support for this architecture has been removed from the upstream
Linux kernel, as of commit:

Which states:
The nds32 architecture, also known as AndeStar V3, is a custom
32-bit RISC target designed by Andes Technologies. Support was added
to the kernel in 2016 as the replacement RISC-V based V5 processors
were already announced, and maintained by (current or former) Andes
employees.
As explained by Alan Kao, new customers are now all using RISC-V,
and all known nds32 users are already on longterm stable kernels
provided by Andes, with no development work going into mainline
support any more.
There has also been little to no maintenance done in Buildroot for
this architecture in recent times, so let's follow the Linux kernel
community decision and drop support for this CPU architecture.

Commit e5594f7239 fixed privsep for sh,
or1k, microblaze, xtensa, arc, nds32 and nios2, but failed to take into
account that the audit functionality is only available in recent kernels
on those architectures.
Pass the --disable-privsep configure option if the kernel is too old in
those architectures.

- Add a patch to fix build without fork in src/dhcpcd.c. This
regression was introduced in upstream commit
3063ebb6c8ac7c96196fa923cdd5f7c0384de23b, which was merged in dhcpcd
9.0.0. Therefore, Buildroot is affected since we bumped from 8.0.3
to 9.1.4 in commit 809f548e79, which
was applied after 2020.05
- Disable privsep as it unconditionally uses fork (privsep has been
enabled by default since version 9.0.0 and
3a4c2e5604)

All the packages in this list have the following properties
* units are provided by buildroot in the package directory
* the SYSTEMD_INSTALL_INIT_HOOK is exactly equivalent to what the
[Install] section of the unit does
The fix removes the soflinking in the .mk file

When NetworkManager and dhcpcd packages are both enabled, dhcpcd
services and NetworkManager both spawn dhcpcd. This causes the network
port to retrieve an IP address and later lose it a few seconds after
startup.
This patch prevents dhcpcd services from launching dhcpcd if
NetworkManager is enabled.

Fixes CVE-2014-7913: The print_option function in dhcp-common.c in dhcpcd
through 6.10.2 misinterprets the return value of the snprintf function, which
allows remote DHCP servers to execute arbitrary code or cause a denial of
service (memory corruption) via a crafted message.

The default is $PREFIX/libexec which ends up in an ugly and non-standard
/libexec dir in the target.
Move it to $PREFIX/lib/dhcpcd which is far more nicer and suitable.

commit dfbfa6ef (dhcpcd: blacklist Sourcery PowerPC toolchains) blacklisted
specific toolchains, but the issue is actually that the kernel headers
before 3.1 didn't define sa_family_t, so instead require 3.1+ headers.

The only reverse dependency of dhcpcd (network-manager) already needs 3.7+,
so this dependency doesn't need to be propagated.

Since a while, the semantic of BR2_PREFER_STATIC_LIB has been changed
from "prefer static libraries when possible" to "use only static
libraries". The former semantic didn't make much sense, since the user
had absolutely no control/idea of which package would use static
libraries, and which packages would not. Therefore, for quite some
time, we have been starting to enforce that BR2_PREFER_STATIC_LIB
should really build everything with static libraries.
As a consequence, this patch renames BR2_PREFER_STATIC_LIB to
BR2_STATIC_LIBS, and adjust the Config.in option accordingly.
This also helps preparing the addition of other options to select
shared, shared+static or just static.
Note that we have verified that this commit can be reproduced by
simply doing a global rename of BR2_PREFER_STATIC_LIB to
BR2_STATIC_LIBS plus adding BR2_PREFER_STATIC_LIB to Config.in.legacy.
