Since v1.3.9 the package requires numa.h from numctl, so add this as a dependency. librtas now builds fine with musl/uclibc too, so remove the glibc restriction for enabling that support. Drop 0001-add-includes-defines-for-musl-libc-support.patch which is upstream as of 1.3.10.
