Fix gdlib-config

Since the @LIBICONV@ macro doesn't get replaced at compile time, we

end up installing an invalid gdlib-config: the gdlib-config --libs
|
|
says that one should link against @LIBICONV@ which obviously doesn't
|
|
work.
