Jérôme Pouiller 8087b02bdf toolchain/wrapper: fix 'reinstall' ... toolchain-wrapper was not reinstalled. So rules toolchain-external-reinstall, gcc-initial-reinstall, gcc-final-reinstall didn't work as expected.
