Add a defconfig to build an AArch64 U-Boot based firmware implementing the subset of UEFI defined by EBBR[1], as well as a Linux OS disk image booting with UEFI, to run on Qemu. The generated firmware binary can also be used to install or run another OS supporting the EBBR specification. We do not have Linux 5.19 headers at the moment therefore we rely on 5.17 in the defconfig.
