Gilles Talis 249fc8ce2c package/glog: bump to version 0.4.0
Also fixed a build issue reported by test-pkg.

We now need to AUTORECONF as the pre-generated configure script is no

# glog can optionally use atomic __sync built-ins. However, its
# configure script only checks for the availability of the 4 bytes
