allow usage of getrpcbynumber() instead of getrpcbynumber_r() libtirpc does not implement the reentrant function getrpcbynumber_r(), so allow quota to use the non-reentrant version getrpcbynumber(). This should not be a problem as quota tools are not multi-threaded.
