Subject: [PATCH] mdadm.h: include sysmacros.h unconditionally

musl libc now also requires sys/sysmacros.h for the major/minor macros.
All supported libc implementations carry sys/sysmacros.h, including
diet-libc, klibc, and uclibc-ng.
