gst1-plugins-good is built with --disable-qt option, so qmlgl plugin
is disabled. Add an option to enable it, allowing to use the qmlglsrc
and qmlglsink GStreamer elements.

Commit cc41950950 added the GST_OMX_VARIANT option which gets a default
value that gets overridden by subsequent conditions. check-package
doesn't like that, so instead make the three cases explicitly mutually
exclusive.

target defaults to none, which isn't a legal target:
configure: Using none as OpenMAX IL target
configure: error: invalid OpenMAX IL target, you must specify one of --with-omx-target={generic,rpi,bellagio,tizonia,zynqultrascaleplus}
Instead default to 'generic', fixing the build with E.G. nvidia-tegra23.

gst1-plugins-bayer2rgb-neon[1] is a gstreamer1 plugin which uses
bayer2rgb-neon library to decode raw camera bayer to RGB using NEON
hardware acceleration.

Apply the same behavior for CPU in gst1-libav than in ffmpeg:
- use generic cpu for all mips architectures
- use GCC_TARGET_{ARCH,CPU} instead of BR2_TARGET_{ARCH,CPU}

This patch re-enables the usage of bundled ffmpeg code because
gst1-libav 1.14.x is blocking the bump to ffmpeg 4.x.
A fix to build the bundled ffmpeg code on arm/aarch64 was added.

Jack2 audio server is part of buildroot, but the jack gst plugins are
disabled completely in gst1-plugins-good, whether or not jack2 is
selected. This changes the logic so that if the build system
determines that the jack2 audio server is selected, then the jack
plugins are enabled. If the plugins are enabled, then jack2 is also
added as a dependency to gst1-plugins-good.

The BR2_PACKAGE_PULSEAUDIO_HAS_ATOMIC dependency of
BR2_PACKAGE_PULSEAUDIO was not properly propagated to reverse
dependencies, causing the following kconfig warning:

To get GStreamer ready for introspection, we must first explicitly
disable gstreamer1, plugins base and plugins bad from using
introspection. If not, adding the gobject-introspection will result in
these packages failing to build because setting the
_GIR_EXTRA_LIBS_PATH variable is required.
The other gstreamer1 packages do not require setting the
_GIR_EXTRA_LIBS_PATH variable.
