- Remove the bundled sqlite unconditionally, as we always want to use
the external sqlite.
- Remove the --with-system-sqlite option as is only valid for the
bundled sqlite configure script which we will no longer use.
- Do not remove TDBC when BR2_PACKAGE_SQLITE is not selected as it may
be used for other TDBC drivers such as MySQL or PostgreSQL.

longer work now that sqlite3.11.0 is bundled internally (11 is two
digits, which was accounted for).

In Kconfig, when there is an item (like a comment) between a symbol and
its dependees, then the indentation is not in effect.
Move the symbol to the top of the file to guarantee the indentation in
menuconfig.

Turn off building compatibility layers for old/broken versions of
standard functions (strstr, strtoul, strtod) with the assumption that
anything buildroot is using as a standard C library will be good enough
to not have broken behavior.

In the Config.in file of package foo, it often happens that there are other
symbols besides BR2_PACKAGE_FOO. Typically, these symbols only make sense
when foo itself is enabled. There are two ways to express this: with
depends on BR2_PACKAGE_FOO
in each extra symbol, or with
if BR2_PACKAGE_FOO
...
endif
around the entire set of extra symbols.
The if/endif approach avoids the repetition of 'depends on' statements on
multiple symbols, so this is clearly preferred. But even when there is only
one extra symbol, if/endif is a more logical choice:
- it is future-proof for when extra symbols are added
- it allows to have just one strategy instead of two (less confusion)
This patch modifies the Config.in files accordingly.

The version of TCL is bumped from 8.4.9 to 8.4.19, which fixes the
build breakage reported by Maxime Ripard <maxime.ripard@anandra.org>
on January, 6th, 2010.
The tcl-strtod patch is kept since it is still needed, the two other
patches are no longer useful.
At the same time, the package is converted to the autotools
infrastructure.

We have been passing -q to ./configure when using 'make -s' for
packages using Makefile.autotools.in for some time. Do the same
for packages using autotools, but not using the
Makefile.autotools.in infrastructure, taking care to not do it
for packages with hand written configure scripts.
