devmem2: mark as deprecated

Busybox has had a devmem applet for a number of years now, so deprecate
the old standalone program.

package: Remove unnecessary dependencies on uclibc.
...
A C library will have been built by the toolchain makefiles, so there is no
need for packages to explicitly depend on uclibc.
