Disable the phar command-line tool since it requires php to pack itself
up. Fixes build failure for CLI (or CLI+CGI) variants of php.
Hardly useful for embedded scenarios.

icu does not recognize 'uclinux' as a supported platform. While making
it recognize uclinux is easy, there is another problem down the road:
icu does very weird things to generate an ELF library containing
static data (libicudata.a), and the generated library being ELF, it is
not compatible with the FLAT binary format expected by uclinux
platforms such as Blackfin in FLAT format.
Therefore, we simply disallow the selection of icu on FLAT
platforms.
Note that adding a dependency on BR2_BINFMT_ELF doesn't work, because
BR2_BINFMT_FDPIC is considered to be separate (even if technically
FDPIC is a derivative of ELF). That's why the dependency we're adding
is "depends on !BR2_BINFMT_FLAT" and not "depends on BR2_BINFMT_ELF".

The php package generates a binary that is too large for the xtensa default
placement of literals in a dedicated section. Use -mtext-section-literal to
place literals in the text section.

Fix a rare edge build failure when iconv is enabled, easily reproduced
in a debian chroot with an aarch64 external toolchain with iconv +
xmlrpc support enabled with a php cgi + cli target.
Should solve bug #6500.

When a package A depends on config option B and toolchain option C, then
the comment that is given when C is not fulfilled should also depend on B.
For example:
config BR2_PACKAGE_A
depends on BR2_B
depends on BR2_LARGEFILE
depends on BR2_WCHAR
comment "A needs a toolchain w/ largefile, wchar"
depends on !BR2_LARGEFILE || !BR2_WCHAR
This comment should actually be:

or if possible (typically when B is a package config option declared in that
same Config.in file):

Otherwise, the comment would be visible even though the other dependencies
are not met.
This patch adds such missing dependencies, and changes existing such
dependencies from
depends on BR2_BASE_DEP && !BR2_TOOLCHAIN_USES_GLIBC
to
depends on BR2_BASE_DEP
depends on !BR2_TOOLCHAIN_USES_GLIBC
so that (positive) base dependencies are separate from the (negative)
toolchain dependencies. This strategy makes it easier to write such comments
(because one can simply copy the base dependency from the actual package
config option), but also avoids complex and long boolean expressions.

Currently, when we need to do a conditional on the type of C library
used, we need to take into account the three toolchain backends. As we
are going to add eglibc support to the Buildroot toolchain backend, it
would become even uglier, so this patch introduces two new hidden
options: BR2_TOOLCHAIN_USES_UCLIBC and BR2_TOOLCHAIN_USES_GLIBC, that
exist regardless of the toolchain backend. The entire Buildroot code
base is converted to use those options.
Note that we have intentionally created only one option
(BR2_TOOLCHAIN_USES_GLIBC) for both glibc and eglibc, since they are
essentially the same, as far as Buildroot is concerned.

The libxml2 build test uses the PHP_TEST_BUILD macro which in turn uses
AC_TRY_RUN which is bad for cross compilations.
Force php_cv_libxml_build_works to yes when libxml2 is selected. Fixes:

Use the <pkg>_CONFIG_SCRIPTS mechanism in all packages for which it
does all what the package was doing. A few packages, like libxslt, are
for now left out, since they need some additional fixup (for example a
fixup of includedir).

The documentation and source are conflicting about this, in theory

Bump php to version 5.3.13 to solve multiple CVEs.
The 5.2 series is no longer maintained.
The PCRE and SPL extensions are no longer optional.
Reflection is no longer optional either.
Ncurses was spun out to PECL.
Add a ton of new extensions and give more granular options on others
(like the libxml2-based ones).
The FastCGI option no longer exists, it's always on as long as CGI is.

gettext needs WCHAR support in the toolchain, and as libglib2 depends on
gettext and lots of stuff depends on libglib2, quite a lot of packages
needs to have their dependencies adjusted.

When neither CLI nor CGI is selected, PHP's configure script fails
with:
checking whether to build CGI binary... configure: error: No SAPIs selected.
Of couse, the help text of the options says that at least one of them
should be selected, but when doing testing with randpackageconfig,
noone is reading these help texts.
Therefore, based on the suggestion of Yann E. Morin, modify the
Config.in organization so that at least one of the option is selected.

Named BR2_PACKAGE_PHP_CONFIG and defaults to shipped config.
In most scenarios the shipped config isn't good enough, it has
a high memory limit for embedded for example.
* Changed some options from depends to select
Namely openssl, libxml2, zlib, gettext, gmp.
* Disabled some 'y' defaults to make things lighter by default
Namely libxml2, sqlite, pdo and pdo_sqlite.
* Made some of the extensions help text more verbose
- php comes with it's own embedded sqlite, so no need to select sqlite
- disable largefile support for !BR2_LARGEFILE
- php somehow forgets to link with -ldl, breaking the sqlite extension.
Fix it by disabling the (unused?) modload support in sqlite.
php.net only offers downloads though a strange php script with the file name
embedded in the *MIDDLE* of the URL, which isn't compatible with the DOWNLOAD
macro. Fix it by reverting php.mk hunk of r24689 to go back to $(WGET).
This ofcourse means that the primary site / fallback mirror stuff isn't used.
