Build with uclinux-uclibc toolchains are broken since commit

f45dc70833 support/gnuconfig: reference the correct sha1 we're using
In commit ff9f778c66 (support/gnuconfig: update to 2019-05-28), we
forgot to update the README to reference the sha1 we're using, keeping
the old one from 2016...

Update it now.

93e4f2d5ed support/gnuconfig: update README.buildroot with reality
4 out of 5 packages who are not using autotools but needed their
gnuconfig files updated were not complying with the recommandation in
support/gnuconfig/README.buildroot. The fifth package was converted to
be like the others: use UPDATE_CONFIG_HOOK as a <pkg>_POST_PATCH_HOOKS
rather than calling the CONFIG_UPDATE macro directly.

Now that all packages are consistent, update the README.buildroot file
to match the reality.

200bf74e8e Update config.guess and config.sub scripts to latest versions.
Current version of config.guess may fail to detect host libc version,
which results in problems with configure when building gcc. Current patches
are removed. Patch to add support for ps2 is removed as it was discussed on
buildroot mailing list that it is no longer needed.

6713fbd330 support/gnuconfig: update config.{guess, sub} to a newer version
We need more recent versions of config.guess and config.sub in order
to support the aarch64 architecture. Otherwise, all autoconf packages
fail to build with failures like:

  http://autobuild.buildroot.org/results/abcdbe1aaf1c203c82dc3e4ec8c002b9b9e550e0/build-end.log

We take this opportunity to turn the config.* patches into proper Git
patches, and note which Git commit of the config.git repository we
used as the original source.

46fa5cbfb8 Rename XXXTARGETS to xxx-package
With the introduction of a specific macro for host targets, it was decided
to also make the names of the macros more intuitive: generic-package,
autotools-package and cmake-package.

102a93bdca support: move package/gnuconfig to support/gnuconfig
The CONFIG_UPDATE macro is no longer defined in
package/gnuconfig/gnuconfig.mk, but instead in
package/Makefile.autotools.in. It it also changed a little bit to take
the directory of the package sources as argument, and the AUTOTARGETS
infrastructure is updated to use this macro.
