When building with musl, the build fails with a conflicting type
qualifier error.
This is because musl defines stdout and stderr as const pointers
and RaspiVidYUV.c adds an extern declaration as normal pointers.
Since this declaration already comes in on the header (stdio.h),
there is no need to add an extern declaration, so removes it.

rpi-userland comes with a set of demo programs that can be useful to
understand how to program HW-accelerated video/3D/fft/... on the RPi.
They can also be used to validate that the hardware is working properly.

The VideoCore file server daemon startup script installed from this package is
not compatible with BuildRoot (because of its naming and other Debian
dependencies), which prevented vcfiled from starting. Hence, prevent this
package from installing its vcfiled startup script, and add a configuration
option to install a vcfiled SysV init script suitable for BuildRoot.

This change reverts the commit 5e3b1f31b3
because rpi-userland is correctly built whatever the value of the
BUILD_SHARED_LIBS CMake flags.
The cset 5e3b1f31b3 originally intends to
fix linkage/runtime failure in xbmc package because of missing flags in
xbmc LIBS env. var. This has been fixed in the previous patch.
So, for rpi-userland package, BUILD_SHARED_LIBS does no longer need to
be forced to OFF, and can safely be driven by the CMake infrastructure.

This change adds a patch fix the missing install rules for libvcilcs.
This is a pre-requisite to be able to build the shared libraries of the
rpi-userland package, and most importantly avoid linkage failure (at
link-time and/or runtime) in others libraries that link with it.

It seems weird that the libegl package has to know all of the packages
that may provide the EGL implementation.
This also breaks implementation provided by packages in BR2_EXTERNAL,
since we can't easily depend on the order of packages before we can
derive the dependencies of libegl.
So, Arnout and I separately came up to the same conclusion: move the
dependency selection from out of libegl, and into each of the packages
that provides an EGL implementation. Here it is.
Since we no longer depend on the order packages are included, but on
values set at Kconfig-time, we can now have EGL providers in BR2_EXTERNAL.

When a package A depends on config option B and toolchain option C, then
the comment that is given when C is not fulfilled should also depend on B.
For example:

Otherwise, the comment would be visible even though the other dependencies
are not met.
This patch adds such missing dependencies, and changes existing such
dependencies from
depends on BR2_BASE_DEP && !BR2_TOOLCHAIN_USES_GLIBC
to
depends on BR2_BASE_DEP
depends on !BR2_TOOLCHAIN_USES_GLIBC
so that (positive) base dependencies are separate from the (negative)
toolchain dependencies. This strategy makes it easier to write such comments
(because one can simply copy the base dependency from the actual package
config option), but also avoids complex and long boolean expressions.
