This patch adds a new manual section that captures an overview
of the run-tests tool, how to manually run a test and where to
find the test case script.
A brief set of steps is included to go through how to add a new
test case and suggestions on how to test/debug.

Currently, our commit titles are not very well standardized, and it
would be great to standardize them a little bit more. A number of
people use "<pkg>: " as prefix, others use "package/<pkg>: ". Some
people start the rest of the commit title (after the prefix) with an
upper-case letter, some with a lower-case letter.
In an attempt to standardize this, this commit updates the manual with
some examples of good commit titles.

After some discussion, we found out that "tools" has the four first
letters identical to the "toolchain" subfolder, which makes it a bit
unpractical with tab-completion. So, this commit renames "tools" to
"utils", which is more tab-completion-friendly.
This has been discussed with Arnout and Yann.

As per section 12.2 "Complying with the Buildroot license", Buildroot
is released under GPL version 2 or (at your option) any later version.
But SPDX license string for Buildroot license in section 21.5
"Submitting patches" refers to only GPL version 2. Fix this
inconsistency by using correct SPDX identifier.

We want to use SPDX short identifier for license string as much as
possible. So refer to SPDX license list and use SPDX short identifier
for license strings in documentation.
Also remove License abbreviations that we have.

Thomas P. has sent a few big feedback mails recently that explain how a
patch should be formatted. Indeed, this was not explained much in the
manual, so add a section that explains how patches should be formatted.
This is based heavily on the feedback that Thomas P. gave. Also,
specific examples for new packages and version bumps are added.
This will allow us to refer to

in the future instead of composing long mails.

This patch reworks the section 'Community resources' as follows:
- use a labeled list instead of subsections, as the content of each section
is so small that it does not deserve a real section.
Related to this, the anchors for each of these subsections are removed, as
referencing such anchors that do not correspond to a section boundary are
not displayed nicely.
- move the part about applying patches from patchwork to the Contributing
section in the Developer Guide
- reword some parts of the text
- add link texts to some links, instead of showing the URL directly, to make
the HTML / PDF display nicer.

The structure of the buildroot manual is not always clear. There is a large
number of chapters, and some chapters seem to overlap. The distinction
between general usage and developer information is not always clear.
This patch restructures the manual into four large parts:
- getting started
- user guide
- developer guide
- appendix
Except for the names of these parts, the section names are not yet changed.
Content-wise there are no changes yet either. This will be handled in
subsequent patches.
In order to achieve the introduction of a new level 'parts' above
'chapters', the section indicators (=, ==, ===, ...) of several sections
have to be moved one level down. Additionally, the leveloffset indication to
asciidoc has to be removed. Finally, to maintain more or less the same level
of detail in the table of contents, the toc.section.depth attribute is
reduced as well. Note that for some sections, less detail is visible now.

to fixup issues while respinning patch series, but I found it hard
to find any hint about it. Add a note for git beginners like me.

Asciidoc supports two syntaxes for section titles: two-line titles (title
plus underline consisting of a particular symbol), and one-line titles
(title prefixed with a specific number of = signs).
The two-line title underlines are:

The buildroot manual is currenly using the two-line titles, but this has
multiple disadvantages:
- asciidoc also uses some of the underline symbols for other purposes (like
preformatted code, example blocks, ...), which makes it difficult to do
mass replacements, such as a planned follow-up patch that needs to move
all sections one level down.
- it is difficult to remember which level a given underline symbol (=-~^+)
corresponds to, while counting = signs is easy.
This patch changes all two-level titles to one-level titles in the manual.
The bulk of the change was done with the following Python script, except for
the level 1 titles (-----) as these underlines are also used for literal
code blocks.
This patch only changes the titles, no other changes. In
adding-packages-directory.txt, I did add missing newlines between some
titles and their content.

Currently, the manual states that if you send a series and include a
changelog in the introduction mail (0 of x), it is not necessary to include
a changelog on the individual patches.
This is not always convenient: for large patch series it requires going back
to the introduction mail when opening each patch, to understand what
changed.
This patch rewords the paragraph accordingly.
