The check-package script when ran gives warnings on text wrapping
on all of these Config files. This patch cleans up all warnings
related to the text wrapping for the Config files starting with
the letter g in the package directory.
The appropriate indentation is: <tab><2 spaces><62 chars>

We no longer support building the full-blown libintl in static linking
scenarios, as it causes too many problems. Therefore, remove the patch
that was handling this.

This commit switches to use the new gettext logic, which involves:
- using TARGET_NLS_DEPENDENCIES instead of hand-encoded dependencies
on gettext/host-gettext
- dropping BR2_PACKAGE_GETTEXT selection

We want to use SPDX identifier for license strings as much as possible.
SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+.
This change is done by using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/\<GPLv2\>/GPL-2.0/g'

gnuchess check for libintl library if BR2_NEEDS_GETTEXT_IF_LOCALE is set.
checking for GNU gettext in libintl... yes
checking whether to use NLS... yes
checking where the gettext function comes from... external libintl
checking how to link with libintl... -lintl
But the dependency on gettext package is missing to ensures
reproducible builds.

then updated makefiles as necessary.
