Now that we no longer support Graphite optimizations in gcc 4.9 (which
required ISL 0.14.1), we can bump ISL to a newer version, which allows
to support Graphite optimizations in GCC >= 5.x.
The comment about the version being limited to 0.14.1 because of cloog
is no longer relevant, so it is removed.
Our libtool patch now applies properly, so we can remove
ISL_LIBTOOL_PATCH = NO.

Since the trailing slash is stripped from $($(PKG)_SITE) by pkg-generic.mk:
$(call DOWNLOAD,$($(PKG)_SITE:/=)/$($(PKG)_SOURCE))
so it is redundant.
This patch removes it from $(PKG)_SITE variable for BR consistency.

INSTALL_STAGING = YES.

isl is a library for manipulating sets and relations of integer points
bounded by linear constraints.
isl is needed for the optional graphite optimisations that are supported
by gcc since version 4.5. Therefore this package is required for the
toolchain to support graphite.
Graphite optimisations primarily involve loop blocking flattening and
interchage so are probably of mimimal use in an embedded system where
small sizes are favoured.
