- Add a dependency to host-rustc
- libcroco is not a dependency since
03ce9bd787
- gtk3 is not a dependency since
522aeee0ca
- cairo script is mandatory since switch to rust
This bump is needed to remove libcroco which has been archived and won't
get any security updates anymore:

nls is enabled by default in meson_options.txt (which is available since
version 1.22.0). NLS was explicitly disabled for host-efl in commit
6deaa3d50d but nothing was done for the
target resulting in the following build failure:
../src/lib/elementary/elm_priv.h:189:25: warning: implicit declaration of function '_elm_dgettext'; did you mean 'dgettext'? [-Wimplicit-function-declaration]
# define E_(string) _elm_dgettext(string)

Efl's meson build system add some optimization flags related to cpu
architecture [1]. In the context of Buildroot, such optimization flags
are already provided by the toolchain wrapper.
For ppc, efl's meson expect the altivec support is available but this is
not the case for ppc e500 cpus.
Disable native-arch-optimization option to avoid such issue.

Luajit is a provider for luainterpreter. We can't select providers of
virtual packages; we can only depend on them.
Note also that it is not very clear whether the host and target variants
of EFL need to be built with the same lua interpreter. Today, this is
guaranteed as we inly use luajit in both cases. But there were issues
with lua 5.1 in the past, so stick to only using luajit.

The BR2_PACKAGE_PULSEAUDIO_HAS_ATOMIC dependency of
BR2_PACKAGE_PULSEAUDIO was not properly propagated to reverse
dependencies, causing the following kconfig warning:
warning: (BR2_PACKAGE_ESPEAK_AUDIO_BACKEND_PULSEAUDIO && BR2_PACKAGE_GST_PLUGINS_GOOD_PLUGIN_PULSE && BR2_PACKAGE_GST1_PLUGINS_GOOD_PLUGIN_PULSE && BR2_PACKAGE_KODI_PULSEAUDIO && BR2_PACKAGE_MPD_PULSEAUDIO && BR2_PACKAGE_EFL_PULSEAUDIO) selects BR2_PACKAGE_PULSEAUDIO which has unmet direct dependencies (BR2_PACKAGE_PULSEAUDIO_HAS_ATOMIC && BR2_USE_WCHAR && BR2_TOOLCHAIN_HAS_THREADS && !BR2_STATIC_LIBS && BR2_USE_MMU)

This new version of the EFL enables systemd support by default, so
we have to disable it explicitely for host-efl by adding an
additional --disable-systemd option to HOST_EFL_CONF_OPTS.
Also handle newly introduced options vnc-server and net-control
which brings additional dependencies. Disable them by default.
Select wayland-protocol package which is now required to build
the efl wayland support [1].
See the release announcement [2].
