libatomic_ops by default requires SPARC v9. buildroot's two supported
sparc arches (SPARCv8, and leon3) are both SPARCv8-based. Unfortunately
libatomic_ops's support for SPARCv8 is incomplete.
The library includes fallbacks but these must expressly be enabled by
defining a macro, enabled by this patch. Note that I'm testing for the
SPARC variants rather than BR2_sparc, in case someone implements SPARCv9
support in the future.

This enables powerpc64 and powerpc64le. Currently, le needs at least
glibc 2.19 and gcc 4.9.0. For gdb, 7.7.1 works (added in an earlier
patch).

In preparation to the introduction of packages that select
libatomic_ops, this commit adds an hidden
BR2_PACKAGE_LIBATOMIC_ARCH_SUPPORTS option which allows to easily
depend on the architectures that libatomic_ops is available for.

The 1.2 we were using doesn't build on ARM Thumb platforms:

Moreover, the 7.2 version is the one used by Debian/Ubuntu, and it has
been tested to build fine with the two packages that depend on
libatomic_ops: libdrm and pulseaudio.

libatomic_ops build fails on architectures such as MIPS or SuperH that
are not supported. So we make it possible to select the libatomic_ops
package only for the architectures that are known to be supported.

Thanks to the pkgparentdir and pkgname functions, we can rewrite the
AUTOTARGETS macro in a way that avoids the need for each package to
repeat its name and the directory in which it is present.
