a3ae603268 Tar's default of use chown when being cross compiled is stupid, as lchown is
available on virtually every platform, and all linux versions since linux 2.0.

d06645d8ed There is no need to have a separate 'Makefile.in' file in the
general case, therefore, combine the toplevel Makefile options
such as setting TARGETS into the per-package *.mk file
