This toolchain is pretty old and unlikely used. It's also affected by
binutils bug 27597, so let's remove it.

Currently, glibc depends on !BR2_STATIC_LIBS in all the toolchain
variants.
However, for some architectures, glibc is the only supported libc. In
commit 3b3105328e ("Config.in: only
allow BR2_STATIC_LIBS on supported libc/arch"), we implemented a fix
to avoid configurations were BR2_STATIC_LIBS=y with an architecture
already supported by glibc, because these configurations are
impossible. This commit 3b3105328e
prevents from selecting BR2_STATIC_LIBS=y when the C library used for
the internal toolchain backend is glibc.
However, it introduces a discrepency between how this topic is handled
for internal and external toolchains:
- For internal toolchains, we prevent BR2_STATIC_LIBS=y if glibc is
chosen.
- For external toolchains, we allow BR2_STATIC_LIBS=y in all cases,
and it's each glibc toolchain that has !BR2_STATIC_LIBS
This commit addresses this discrepency by preventing BR2_STATIC_LIBS=y
if glibc is chosen in all cases.
Thanks to this, we can remove the !BR2_STATIC_LIBS dependency on both
the glibc package, and all glibc external toolchains.

Some external toolchains do not have gdbserver available, but the
option BR2_TOOLCHAIN_EXTERNAL_GDB_SERVER_COPY is always visible. And
when enabled, this option aborts with an error when gdbserver cannot
be found:
Could not find gdbserver in external toolchain
Due to that, some random configurations fail to build when
BR2_TOOLCHAIN_EXTERNAL_GDB_SERVER_COPY=y, for example with the Bootlin
toolchains for Microblaze or OpenRISC (because there's no GDB support
for those architectures).
One solution could be to make "Could not find gdbserver in external
toolchain" a warning instead of a hard error, but then nobody would
notice about this issue, in cases where it should legitimately abort
with a hard error.
So, the clean solution would be to add a
BR2_TOOLCHAIN_EXTERNAL_HAS_GDBSERVER. But that means all existing
external toolchains would have to be modified to select this option.
Instead, and as an exception, we chose to use inverted logic, and
create an option that is the opposite:
BR2_TOOLCHAIN_EXTERNAL_HAS_NO_GDBSERVER. By default, we assume
external toolchains have gdbserver. If
BR2_TOOLCHAIN_EXTERNAL_HAS_NO_GDBSERVER is enabled, we disallow the
BR2_TOOLCHAIN_EXTERNAL_GDB_SERVER_COPY option.
Note that the case of custom external toolchain does not matter: by
definition they are not tested by the autobuilders, and by definition,
we cannot know in menuconfig if the custom toolchain has or does not
have gdbserver. We could make a user-visible option for it, but that
adds no value over simply erroring out because the gdbserver binary
can't be found.
Similarly, we could add
default y if BR2_PACKAGE_GDB_ARCH_SUPPORTS
but that would make it impossible for someone to include a custom
gdbserver in their external toolchain, and gives no benefit at all.

This commit wires-up the toolchain-external-bootlin package into
Buildroot by:
- Adding
toolchain/toolchain-external/toolchain-external-bootlin/Config.in,
which is not generated by the bl-toolchains-gen script as it is a
static file that does not depend on the list and characteristics of
available Bootlin toolchains.
- Including that file, as well as the Config.in.options file, from
toolchain/toolchain-external/Config.in.

This toolchain uses an old gcc 6.2.0 compiler (not even the latest gcc
from the 6.x series), which fails to build the recent Boost
package. Since newer versions of this toolchain are no longer made
publicly available from Mentor Graphics, our only option is to drop
the toolchain.

Since we have a choice for the pre-configured pre-built toolchains,
there is no possbility for a br2-external to provide its own. The
only solution so far for defconfigs in br2-external trees is to use
BR2_TOOLCHAIN_EXTERNAL_CUSTOM and define all the bits by itself...
This is not so convemient, so offer a way for br2-external trees to
provide such pre-configured toolchains.
To allow for this, we now scan each br2-external tree and look for a
specific file, provides.toolchains.in. We generate a kconfig file that
sources each such file, and that generated file is sourced from within
the toolchain choice, thus making the toolchains from a br2-external
tree possible and available in the same location as the ones known to
Buildroot:

It makes no sense to default to an arbitrary path. In addition, it in
fact works correctly when it is empty. In that case, the toolchain will
be searched in PATH.
Update the help text to explain the above, and also that the compiler
is supposed to be in the bin subdirectory.

Since glibc 2.17, executable link command need not include the -lrt option for
clock_* system calls. As a result, over time less and less software packages
bother to check whether to toolchain needs -lrt. We are now at a point where
maintainers refuse to add this complexity into their build system. This
requires Buildroot to carry patches fixing this issue indefinitely.
glibc 2.17 is now 4.5 years old. There is no reason to use an older version
with current software.
This commit removes the predefined profile for CodeSourcery sh toolchain that
is based on glibc 2.16. One may still use the custom external toolchain
support in Buildroot to get this toolchain back, and deal with any build
issues that this toolchain causes.

The upstream link to download musl-cross prebuilt toolchain is dead [1] and
there no new download location. Also the last prebuilt toolchain use musl
1.1.12 version which is not uptodate (currently 1.1.15).
Remove this support and recommend to use Buildroot toolchain instead.

This toolchain has many problems which are fixed in contemporary gcc
and uClibc-ng. In addition, several hacks are needed to be able to
work with this toolchain. All these hacks are removed as well. Also
the package exceptions for this toolchain are removed.
The BR2_BFIN_INSTALL_FDPIC_SHARED and BR2_BFIN_INSTALL_FLAT_SHARED
options don't get a legacy entry. For the ADI toolchain, there already
is a legacy entry, so it doesn't make sense to add it twice. For other
external toolchains, these options didn't actually work, because they
rely on the specific layout of the ADI toolchain.

The toolchain-external-package infrastructure is just a copy of the
toolchain-external commands, replacing TOOLCHAIN_EXTERNAL by $(2)
and adding double-dollars everywhere.
toolchain-external itself is converted to a virtual package, but it
is faked a little to make sue the toolchains that haven't been
converted to toolchain-external-package yet keep on working.
The TOOLCHAIN_EXTERNAL_MOVE commands don't have to be redefined
for every toolchain-external-package instance, so that is moved
out into the common part of pkg-toolchain-external.mk.
The musl-compat-headers dependency stays in the toolchain-external
package itself.
The musl ld link is duplicated in the legacy toolchain-external and
the toolchain-external-package, because they have separate hooks.
The handling of TOOLCHAIN_EXTERNAL_BIN deserves some special attention,
because its value will be different for different
toolchain-external-package instances. However, the value only depends
on variables that are set by Kconfig (BR2_TOOLCHAIN_EXTERNAL_PREFIX

This Linaro release provide a new toolchain archive for i686 hosts, so update our
old 2014.09.
Tested with Qemu qemu-2.4.1-11.fc23 and with HOSTARCH set to x86 in the Buildroot
main Makefile.

when selecting this core.
Note that M5101 implies a MIPS R5 CPU, and some GCC versions are already
disabled for R5, so we don't need to disable those ones for M5101 as
well.
Also disable external toolchains that don't support this core.

Tested with Qemu 2.6.1 and qemu_aarch64_virt_defconfig.
As reported by Gustavo Zacarias, this defconfig is known to fail with qemu
versions lower than 2.6.0.
