b9db38d370 package: drop _CPE_ID_VALID, use _CPE_ID_VENDOR
FOO_CPE_ID_VALID really ought to be an internal implementaion detail.
Packages that really want to trigger their CPE defintitions really
should set one of the actual variables to a meaningful value.

There are two CPE-related variables that we could chose to set to
replace FOO_CPE_ID_VALID: FOO_CPE_ID_VENDOR and FOO_CPE_ID_PRODUCT.
Between those two, _VENDOR more often diverges from the default than
_PRODUCT does, so that's what we use.

b0545135e7 package/atop: work around gcc bug 85180
With Microblaze Gcc version < 8.x the build hangs due to gcc bug
85180: https://gcc.gnu.org/bugzilla/show_bug.cgi?id=85180. The bug
shows up when building atop with optimization but not when building
with -O0. To work around this, if BR2_TOOLCHAIN_HAS_GCC_BUG_85180=y
we force using -O0.

780ea788b6 package/atop: bump to version 2.4.0

This new version uses PERF_FLAG_FD_CLOEXEC therefore it needs a
toolchain with headers >= 3.14.

4ffde065d2 atop: fix minor()/major() build failure due to glibc 2.28
glibc 2.28 no longer includes <sys/sysmacros.h> from <sys/types.h>,
and therefore <sys/sysmacros.h> must be included explicitly when
major()/minor() are used. See glibc upstream commit:

This commit adds a patch to directly include <sys/sysmacros.h> into
photosyst.c where minor() and major() macros are used.

af31c309e7 boot, linux, package: use SPDX short identifier for GPLv2/GPLv2+
We want to use SPDX identifier for license strings as much as possible.
SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+.

This change is done by using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/\<GPLv2\>/GPL-2.0/g'

2a809e7fb1 atop: new package
Atop is an ASCII full-screen performance monitor for Linux.

- install only the basic functionality (command line tool atop).

- add patch to fix musl build by removing unused include of termio.h.
  Patch was accepted upstream.

Support for extra functionality can be added by follow-up patches:
- init scripts (sysv and systemd) to autostart logging the system
  activity.
- process accounting (needs counterpart enabled in the kernel).
