Now that we don't support the internal blackfin toolchain any more it
makes no sense to have this enabled.

To be consistent with the recent change of FOO_MAKE_OPT into FOO_MAKE_OPTS,
make the same change for FOO_CONF_OPT.
Sed command used:
find * -type f | xargs sed -i 's#_CONF_OPT\>#&S#g'

elf2flt is specifically for cases where an MMU is not available.
There is no point in building elf2flt when using an MMU.
