Keep BR2_TOOLCHAIN_HAS_BINUTILS_BUG_19405 since it's not fixed in
Binutils 2.26.
Runtime tested with an experimental version of Qemu 2.7 for Nios2.

This commit adds a new package for the Sourcery CodeBench external
toolchain for the nios-II architecture.
The legacy implementation is removed.
