Remove the redundant usr/ component of the HOST_DIR paths. Since a
previous commit added a symlink from $(HOST_DIR)/usr to $(HOST_DIR),
everything keeps on working.
This is a mechanical change with
git grep -l '\$(HOST_DIR)/usr' | xargs sed -i 's%\(prefix\|PREFIX\)=\("\?\)\$(HOST_DIR)/usr%\1=\2$(HOST_DIR)%g'

Add support to build the ACPICA package for the host. This is useful
for the iasl command which is required to build some packages,
including Xen tools.
This is a necessary requirement before changing the Xen package to
address:

We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for BSD-3c is BSD-3-Clause.
This change is done using following command.

The ACPI Component Architecture (ACPICA) project provides an operating
system (OS)-independent reference implementation of the Advanced
Configuration and Power Interface Specification (ACPI).
It contains tools such as acpidump, iasl, acpixtract, etc.
