When installing a localtime, check it is a valid timezone.

As for the tzdata package, install the missing files:
- zone.tab : {country-code,coordinates,timezone} tuples
- iso3166.tab: {country-code,country} tuples

uClibc can not use timezone info from tzdata as-is, but accepts setting
the local timezone in /etc/TZ.
