The Linux configuration used in the rock64_defconfig requires
host-openssl to be built, otherwise the build fails with:
scripts/extract-cert.c:21:25: fatal error: openssl/bio.h: No such file or directory
#include <openssl/bio.h>
So let's enable BR2_LINUX_KERNEL_NEEDS_HOST_OPENSSL.

The build currently fails with:
*** dtoc needs the Python libfdt library. Either
*** install it on your system, or try:
***
*** sudo apt-get install swig libpython-dev
***
*** to have U-Boot build its own version.
Adding BR2_TARGET_UBOOT_NEEDS_PYLIBFDT should fix this build issue,
which was reported at:

Configuration contains:
- building tpl, spl and u-boot (forked u-boot repository)
- booting from SD card and network via PXE
- working ethernet, usb and uart
- minimal rootfs with busybox
- ready to flash SD card image
