SDL_mixer uses symbols from SDL, but ends up after it on the link cmdline,
breaking static linking. Fix it by forcing the SDL libs at the very end.

To be consistent with the recent change of FOO_MAKE_OPT into FOO_MAKE_OPTS,
make the same change for FOO_CONF_OPT.
