Fix a build failure in case (a non functional) sphinx documentation
system is installed on the host (reported [1] and fix tested [2]
by grunpferd@netscape.net).
Fixes:
sphinx-build -b html -d ./doctrees . ./html
Error: Source directory doesn't contain a conf.py file.

Remove non-existant configure options:
--disable-sphinx-doc:
Even if it looks like there is some code for that in configure.ac, it
seems that is not taken into account and that configure option is not
even recognized.

We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for LGPLv2.1/LGPLv2.1+ is LGPL-2.1/LGPL-2.1+.
This change is done using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/LGPLv2.1(\+)?/LGPL-2.1\1/g'

In case cairo support is (auto-)detected cairo PNG support
is required.

If host installed python version is < 2.7.0 gst1-validate compile will fail with
checking for a Python interpreter with version >= 2.7.0... none
configure: error: no suitable Python interpreter found
Fixed by adding host-python dependency.
Target tool /usr/bin/gst-validate-launcher is a python2 script
$ head -1 /usr/bin/gst-validate-launcher
#!/usr/bin/env python2
(and not easily upgradable to python3) so add python2 dependency and to fix
the following runtime error
$ gst-validate-launcher
