It's time to finally switch over globally to the new spacing format
that we have agreed on for the hash file, with 2 spaces as a separator
between fields.

Use the TARGET_NLS_DEPENDENCIES and TARGET_NLS_LIBS variables to
correctly handle BR2_SYSTEM_ENABLE_NLS=y configurations.

Instead of DL_DIR, the package should now use $(PKG)_DL_DIR to ease the
transition into a new directory structure for DL_DIR.
