buildroot: get rid of s390 support
As discussed on the list. It isn't supported by uclibc, so I strongly doubt
anyone has been using it.

defconfig: remove busybox config setting
Remove BR2_PACKAGE_BUSYBOX_CONFIG so the default config for the
selected version gets used. Got broken by r21257.
