Register package-specific target-finalize hooks with the
newly-introduced <PKG>_TARGET_FINALIZE_HOOKS.
This incidentally fixes luarocks, which was registering target-finalize
hooks even when it was not enabled.
To be noted, the skeleton package is not converted, because it is not
optional, we always have it; so its hooks would always be registered
anyway. Besides, the followup patches would render this conversion moot
anyway, since those hooks would be spread across the various skeleton
packages.

Switch to system/unbundled pcre since it's the default and recommended
by upstream now.
It's also good security practice since pcre patches won't get updated in
the bundled version inside glib so often.
As stated in glib's NEWS:
Overview of changes in GLib 2.47.5
* the system copy of PCRE is now used by default to implement GRegex.
Configure with --with-pcre=internal if a system PCRE version
is unavailable or undesired.

Remove source schema files from target
(/usr/share/glib-2.0/schemas/*.dtd and *.xml) at target finalization
time.
This is because other packages install schemas as well to avoid
duplicating file removal efforts all around.
Add a schema compiler run on target finalization as well - we previously
didn't do this since not many packages use it, however the upcoming
connman-gtk package does require a valid gschemas.compiled to work
properly.
We also do this at target finalization to avoid each package handling
this on their own.
Purge some extra binaries and files from the target, like the schema
compiler to save additional space since they're unused at run time.

Sometimes if host-python is around it doesn't work too well with the
distro python (Gentoo, FC20 at least) leading to build failures.
This failure is very hard to trigger, it's normally easier to do so by
enabling top-level parallel builds.

A lot of packages ignored BR2_ENABLE_DEBUG. This patch simplifies the handling of
this option by adding the corresponding configure option to the global Makefile
for target packages.
For host packages --disable-debug is added to the global Makefile.

libglib2 can fail to build for arm, with the following error.
gatomic.c:668:2: error: #error G_ATOMIC_LOCK_FREE defined, but incapable of lock-free atomics.

AC_TRY_LINK should be used instead of AC_TRY_COMPILE because the code
will compile everywhere, either producing ``atomic'' code, or an
external reference to __sync_bool_compare_and_swap.

The upstream commit went into version 2.37.7, so this is the lowest version
that we can bump to, in order to fix the atomic operations problem. However,
2.37.x is a development version, so we bump to 2.38.2 instead.

If glib2 is compiled with the system PCRE instead of the included
copy, then that system PCRE needs to have support for UTF-8 and
Unicode properties enabled. Otherwise you will get such warnings
at run-time:

target values) we automatically enable autoreconf for host builds if it
is enabled for the target, so these can go.

This commit adds a dependency of the libglib2 package on thread
support in the toolchain, since upstream libglib2 doesn't build
without thread support. The commit is rather large as it involves
propagating the dependency on thread support to all reverse
dependencies of the libglib2 package.
[Thomas: squash all patches into one, make a few minor fixes, the most
important one being to not add comments about MMU requirement when a
package doesn't work on !MMU platforms.]

This finally removes the BR2_HAVE_DEVFILES option, that was used to
install/keep development files on target. With the recent migration of
the internal backend to the package infrastructure, we had anyway lost
the ability to build gcc for the target, and install the uClibc
development files on the target.
