When building gst1-plugins-base with GL support on the rpi3 (which
supports only GLES2, not full desktop GL), GStreamer was being asked to
disable its GL support completely. This isn't correct since it can be
used with either GL or GLES2. There is already a Config.in symbol to
indicate that either of them is enabled:
BR2_PACKAGE_GST1_PLUGINS_BASE_LIB_OPENGL_HAS_API. So use that to
determine if gl should be enabled or disabled.
While we're at it, also move the GL/GLES handling under the same API
condition. This makes it clearer that they belong together.

There is a typo in the handling of the
BR2_PACKAGE_GST1_PLUGINS_BASE_LIB_OPENGL_DISPMANX option: we're adding
dispmax to GST1_PLUGINS_BASE_WINSYS_LIST, which causes the following
build failure:
meson.build:1:0: ERROR: Options "dispmax" are not in allowed choices: "x11, wayland, win32, cocoa, dispmanx, viv-fb, gbm, auto"
We fix this by using the proper option name, "dispmanx" instead of the
slightly incorrect "dispmax".

GStreamer 1.16.0 is the last version to support autotools, which is
removed in the next version.
Other changes:
- The meson build provides no 'disable-valgrind' option in the plugin
packages (valgrind availability checking is done in the base
gstreamer package already).
- zlib no longer has an option and is also checked via headers.
- Add the following new meson-specific options:
- -Dgtk_doc=disabled
- -Dglib-asserts=disabled
- -Dglib-checks=disabled
- -Dgobject-cast-checks=disabled
- Three config options are comma separated strings. These
options are:
- gl_api
- gl_platform
- gl_winsys
The lists can be passed empty without error. As such, the logic now
creats a list such as:
-Dgl_api='opengl,gles2'
-Dgl_platform='glx,egl'
-Dgl_winsys='x11,wayland'
- Remove the egl BASE_CONF_ENV CPPFLAGS and LIBS options, as meson finds
the include paths and libraries correctly during the configure stage.

Group these patches because of several changes to the plugin packages.
Changes:
- Remove upstreamed patches:

- Add BR2_PACKAGE_GST1_PLUGINS_BAD_PLUGIN_COMPOSITOR to Config.in.legacy as
this plugin is moved to gst1-plugins-base.
- Add BR2_PACKAGE_GST1_PLUGINS_BAD_PLUGIN_IQA to Config.in.legacy as this the
plugin is now removed.
- Add BR2_PACKAGE_GST1_PLUGINS_BAD_PLUGIN_OPENCV to Config.in.legacy as the
plugin now requires opencv3 with the bgsegm opencv_contrib module, which is
not in Buildroot.
- Add BR2_PACKAGE_GST1_PLUGINS_BAD_PLUGIN_STEREO to Config.in.legacy as this
plugin is merged with the audiofx plugin in gst1-plugins-good.
- Add BR2_PACKAGE_GST1_PLUGINS_BAD_PLUGIN_VCD to Config.in.legacy as this
plugin is removed.
- Remove COPYING.LIB from gst-plugins-base mk file and hash file as it no
longer exists.
- Add BR2_PACKAGE_GST1_PLUGINS_BASE_PLUGIN_COMPOSITOR to gst1-plugins-base.mk
- Add BR2_PACKAGE_GST1_PLUGINS_BASE_PLUGIN_OVERLAYCOMPOSITION to
gst1-plugins-base.
- Add mjpegtools to the dependencies of
BR2_PACKAGE_GST1_PLUGINS_BAD_PLUGIN_MPEG2ENC
- Remove BR2_PACKAGE_GST1_PLUGINS_BAD_PLUGIN_IQA because it now depends on
the package dssim which isn't available in Buildroot.
- Remove upstream patch

To get GStreamer ready for introspection, we must first explicitly
disable gstreamer1, plugins base and plugins bad from using
introspection. If not, adding the gobject-introspection will result in
these packages failing to build because setting the
_GIR_EXTRA_LIBS_PATH variable is required.
The other gstreamer1 packages do not require setting the
_GIR_EXTRA_LIBS_PATH variable.

Also add hashes for the license files.

Remove non-existant or unnecessary configure options:
--disable-oggtest, --disable-vorbistest:
It looks like these options will be taken into account by ogg.m4 and
vorbis.m4 only when ogg and vobis are enabled. However, according to
the code on those m4 files these two options are disabled by default.
--disable-gio_unix_2_0:

In 2010 commit 32d319e6f "gst-plugins-base: ensure <stdint.h> is used"
introduced a typo (missing backslash) that made the code ineffective.
In 2013 commit f8e7fdcd3 "gst1-plugins-base: add gstreamer1 base
plugins" copied the code.
It can be confirmed by looking at the output of:
$ make printvars | grep '^GST1_PLUGINS_BASE_CONF_ENV\|^FT2_CONFIG'
FT2_CONFIG=/bin/false ac_cv_header_stdint_t="stdint.h"
GST1_PLUGINS_BASE_CONF_ENV=
Direct use of freetype was dropped in version 1.7.2 by upstream [1], so
remove the code instead of fixing it.
Found using [2]:

and manually removed.

A lot of packages ignored BR2_ENABLE_DEBUG. This patch simplifies the handling of
this option by adding the corresponding configure option to the global Makefile
for target packages.
For host packages --disable-debug is added to the global Makefile.
