Install into target as well, and use install -D instead of cp, to handle
missing usr/include / usr/lib.

Now that TARGET_CC contains several space-separated words, it must be
used quoted everywhere.

A C library will have been built by the toolchain makefiles, so there is no
need for packages to explicitly depend on uclibc.
