The build of host-lzma is broken since commit 97703978ac
("support/libtool: make -static behave like -all-static").
Lzma forces '-static' in its LDFLAGS, which contradicts what buildroot tries to
achieve by patching libtool scripts and configuring host packages with
'--disable-static'.
We add a patch to remove lzma's hardcoded LDFLAGS, to fix the build.

A lot of packages ignored BR2_ENABLE_DEBUG. This patch simplifies the handling of
this option by adding the corresponding configure option to the global Makefile
for target packages.
For host packages --disable-debug is added to the global Makefile.

Since the trailing slash is stripped from $($(PKG)_SITE) by pkg-generic.mk:
$(call DOWNLOAD,$($(PKG)_SITE:/=)/$($(PKG)_SOURCE))
so it is redundant.
This patch removes it from $(PKG)_SITE variable for BR consistency.

In order to keep better track of when a feature got deprecated, and hence
when it can be removed, a new set of symbols BR2_DEPRECATED_SINCE_xxxx_xx is
introduced. These symbols are automatically selected when BR2_DEPRECATED is
selected, and thus are transparent to the user.
A deprecated feature will no longer depend on BR2_DEPRECATED directly, but
rather on the appropriate BR2_DEPRECATED_SINCE_xxxx_xx. If that symbol does
not yet exist, it has to be created in Config.in.
When removing a deprecated feature, one should also check whether this was
the last feature using the BR2_DEPRECATED_SINCE_xxxx_xx symbol, in which
case the latter can be removed from Config.in.
A followup patch will make sure the overview is added to the list of
deprecated features in the manual, so that a buildroot core developer can
easily determine which features to remove in a given development cycle.

When a package A depends on config option B and toolchain option C, then
the comment that is given when C is not fulfilled should also depend on B.
For example:
config BR2_PACKAGE_A
depends on BR2_B
depends on BR2_LARGEFILE
depends on BR2_WCHAR

depends on !BR2_LARGEFILE || !BR2_WCHAR
This comment should actually be:

Otherwise, the comment would be visible even though the other dependencies
are not met.
This patch adds such missing dependencies, and changes existing such
dependencies from
depends on BR2_BASE_DEP && !BR2_TOOLCHAIN_USES_GLIBC
to
depends on BR2_BASE_DEP
depends on !BR2_TOOLCHAIN_USES_GLIBC
so that (positive) base dependencies are separate from the (negative)
toolchain dependencies. This strategy makes it easier to write such comments
(because one can simply copy the base dependency from the actual package
config option), but also avoids complex and long boolean expressions.

Finally get rid of all := used for variable definitions in packages,
as we suggest in our manual and during the review of new packages.
While I was at it, I also sometimes added a few missing new lines
between the header and the first variable definition.

repeat its name and the directory in which it is present.

Instead of having BR2_GCC_CROSS_CXX and BR2_INSTALL_LIBSTDCPP, with
BR2_GCC_CROSS_CXX not being visible (and therefore being useless),
let's just keep BR2_INSTALL_LIBSTDCPP to enable C++ in the toolchain
and install C++ libraries on the target.
We also take that opportunity to make BR2_INSTALL_LIBSTDCPP an hidden
option, which is selected by an option in Buildroot toolchain support
or an option in External toolchain support, just as we did for other
toolchain features.
Some work definitely remains to be done :
- The name BR2_INSTALL_LIBSTDCPP is ugly, but we keep it for the
moment in order to avoid changing all packages.
- We should clarify the other language-related options (Fortran,
Java, Objective-C, etc.).

We have been passing -q to ./configure when using 'make -s' for
packages using Makefile.autotools.in for some time. Do the same
for packages using autotools, but not using the
Makefile.autotools.in infrastructure, taking care to not do it
for packages with hand written configure scripts.
