To be consistent with the recent change of FOO_MAKE_OPT into FOO_MAKE_OPTS,
make the same change for FOO_CONF_OPT.
Sed command used:
find * -type f | xargs sed -i 's#_CONF_OPT\>#&S#g'

Forcibly disable mysql support when we don't want it since ulogd's
configure script can pick up the host mysql_config thus leading to a
build failure.

Database backends need threads even if sqlite does not.
The mysql client libs need them too but include them in the exclusion
closure anyway to state it very clearly. Fixes:

Fix Peter's reported build failure:

This is because the configure script uses absolute paths to detect dbi,
mysql and pgsql, so forcibly disable them.
Also add the optional sqlite dependency when it's selected.
