c7f4b96471 package: remove the trailing slash sign from <PKG>_SITE variable 
Since the trailing slash is stripped from $($(PKG)_SITE) by pkg-generic.mk:

$(call DOWNLOAD,$($(PKG)_SITE:/=)/$($(PKG)_SOURCE))

so it is redundant.
This patch removes it from $(PKG)_SITE variable for BR consistency.

24e1644032 libmbus: fix upstream location 
The libmbus tarball is no longer available at
http://www.freescada.com/public-dist. Apparently, the new upstream is
at http://www.rscada.se/libmbus/ and tarballs are at
http://www.rscada.se/public-dist/. Without this patch, the current
download of libmbus-0.8.0.tar.gz downloads an HTML document with an
error, which cannot be extracted, obviously.

43f8bb8c25 package: add libmbus library 
libmbus is an open source M-bus (Meter-Bus) library.

The Meter-Bus is a standard for reading out meter data from electricity
meters, heat meters, gas meters, etc.
