The patch adds an option that allows you to not install the data along
with the binaries (less than 100kb), saving 1.4Mb of rootfs data.
By default, the data is installed for backward compatibility.

It's time to finally switch over globally to the new spacing format
that we have agreed on for the hash file, with 2 spaces as a separator
between fields.

When libnl is selected, libpcap links with it. Since libpcap doesn't
provide a .pc file and arp-scan doesn't use its libpcap-config script,
we must provide the additional options explicilty.
