We want to use SPDX identifier for license strings as much as possible.
SPDX short identifier for GPLv2/GPLv2+ is GPL-2.0/GPL-2.0+.
This change is done by using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/\<GPLv2\>/GPL-2.0/g'

Upstream kexec-lite now has support for kexec on POWER9 based machines.
Update so this works in simulators and is ready for when real machines
are available.

The elfutils package provides a more recent version of the libelf, so
let's use it. It will allow to remove the libelf package and to avoid
conflicts with two packages providing the same library.

Kexec-lite is a tiny impementation of kexec for devicetree-based
platforms.

- Add !BR2_PREFER_STATIC_LIB dependency, inherited from the dtc
package
- Fix license to be GPLv2+, and not just GPL.
- Use $(TARGET_CONFIGURE_OPTS) instead of manually passing CC, LD,
CFLAGS.
- Use a full path as the target of $(INSTALL)]
