19ba17ee3b Globally replace $(HOST_DIR)/usr/lib with $(HOST_DIR)/lib
Since things are no longer installed in $(HOST_DIR)/usr, the callers
should also not refer to it.

This is a mechanical change with
git grep -l '$(HOST_DIR)/usr/lib' | xargs sed -i 's%$(HOST_DIR)/usr/lib%$(HOST_DIR)/lib%g'

3338cd3a17 package: use SPDX short identifier for license string in comments
We have started using SPDX short identifier for license string in
<PKG>_LICENSE variable. But license strings in comments are still
using old strings. For consistency, use SPDX short identifier in
comments as well.

89fbba72fa package: use SPDX short identifier for LGPLv3/LGPLv3+
We want to use SPDX identifier for license string as much as possible.
SPDX short identifier for LGPLv3/LGPLv3+ is LGPL-3.0/LGPL-3.0+.

This change is done using following command.
find . -name "*.mk" | xargs sed -ri '/LICENSE( )?[\+:]?=/s/LGPLv3(\+)?/LGPL-3.0\1/g'

9dad02c017 4th: create /usr/lib and /usr/bin before installation
The 4th build system doesn't create the installation directories by
itself, causing $(HOST_DIR)/usr/lib to be a file containing the 4th
library if $(HOST_DIR)/usr/lib doesn't already exist as a
directory. Since 4th is the first package in the build order due to
alphabetic ordering, it is very likely that it will install a file as
$(HOST_DIR)/usr/lib, breaking the build of follow-up packages.
