Fix install error caused by 'ln -sf' which tries to use the target's
...
'ln' instead of the host. A quick grep through the other packages
shows that this may be an issue as well. I will probably have more
fixes later today.

general case, therefore, combine the toplevel Makefile options
such as setting TARGETS into the per-package *.mk file
