Sometimes, post-build or post-image scripts need to reinvoke
Buildroot's make, for example to execute "make printvars".
However, so far post-build/image/fakeroot can't trivially run printvars
in a way that worked for both in-tree and out-of-tree builds. Indeed:
* "make printvars" would work for in-tree builds, but not out of tree
builds
* "make -C ${O} printvars" would work for out-of-tree builds, but not
in-tree builds
* "make -C ${BR2_CONFIG%/*} printvars" works in both cases, but it is
a bit cryptic, and two maintainers did not even immediately think of
it
In order to solve this, this commit exposes $(CONFIG_DIR) to
post-build/image/fakeroot scripts, through the EXTRA_ENV variable.
The documentation is updated accordingly.

Add a step to target-finalize that checks each rootfs overlay, following
the criteria established for custom skeletons and using the same script
uesd by skeleton-custom.mk.
Add a paragraph to the documentation clarifying that rootfs overlays
don't need to contain /bin, /lib or /sbin and must not contain them when
BR2_ROOTFS_MERGED_USR is enabled.

skeleton-custom does not install the required /bin, /lib and /sbin
directories (or symlinks), which may result in an imcomplete tree, The
user could add the required directories/symlinks to the skeleton but
they may be invalid, depending on the state of BR2_ROOTFS_MERGED_USR.
Steps to reproduce:
- Enable BR2_ROOTFS_MERGED_USR and BR2_INIT_SYSTEMD
- Set BR2_ROOTFS_SKELETON_CUSTOM_PATH to "system/skeleton"
- Run "make skeleton"
- target/{bin.lib,sbin} will not exist
Add calls to SYSTEM_USR_SYMLINKS_OR_DIRS to INSTALL_TARGET_CMDS and
INSTALL_STAGING_CMDS, so the required directories or symlinks are
created.
Add a paragraph to the documentation clarifying that custom skeletons
don't need to contain /bin, /lib or /sbin and must not contain them when
BR2_ROOTFS_MERGED_USR is enabled.

This patch reworks the section on root filesystem customization as follows:
- use labeled list instead of bulleted list to clarify the different methods
- move rootfs overlay and post-build scripts to the top and label them as
recommended.
- split post-image to a separate section, as it is not related to the target
filesystem customization
- line up post-build and post-image explanations, for example regarding
working directory of the script
- general expansion of some of the explanation
- general rewording

Asciidoc supports two syntaxes for section titles: two-line titles (title
plus underline consisting of a particular symbol), and one-line titles
(title prefixed with a specific number of = signs).
The two-line title underlines are:

The buildroot manual is currenly using the two-line titles, but this has
multiple disadvantages:
- asciidoc also uses some of the underline symbols for other purposes (like
preformatted code, example blocks, ...), which makes it difficult to do
mass replacements, such as a planned follow-up patch that needs to move
all sections one level down.
- it is difficult to remember which level a given underline symbol (=-~^+)
corresponds to, while counting = signs is easy.
This patch changes all two-level titles to one-level titles in the manual.
The bulk of the change was done with the following Python script, except for
the level 1 titles (-----) as these underlines are also used for literal
code blocks.
This patch only changes the titles, no other changes. In
adding-packages-directory.txt, I did add missing newlines between some
titles and their content.

To make the naming consistent (all user-visible options should be
prefixed with BR2_).
An entry is added to Makefile.legacy to warn users who have set
BUILDROOT_CONFIG but not BR2_CONFIG.
Still export BUILDROOT_CONFIG but pointing to some phony value, to
make sure that scripts that still use it fail in a predictable way.

Also export BUILD_DIR for post-{build,images} hooks, so they do have
a place to store generated files.

$(BUILD_DIR) is a nice place to put files generated during the build.
With the advent of user-supplied step-hooks, they may want to store
some information on the build.
Export BUILD_DIR to that effect; update manual accordingly.

It can be useful to have different configuration use the same post-build
and/or post-image scripts as they share a common infrastructure, but yet
have minor differentiation.
This option allows passing zero or more additional arguments to each
post-build or post-image script.
The same set of extra arguments are passed to all scripts, it is not
possible to pass different arguments to each script.

The order of the solutions to customize the root filesystem is
changed: we now mention the post-build script mechanism *before* the
custom root filesystem skeleton mechanism, because the former is
preferred over the latter.
In addition to this, we give a few more details about direct
customization of the root filesystem in output/target, and about the
custom target skeleton solution.

Several projects use the kernel style O=<dir> syntax to build out of tree,
and atleast uClibc doesn't check that it was explictly passed on the command
line, so setting it in the environment breaks the build.

Support scripts (in support/) may need to parse the .config file, so give
them an easy access to it, by exporting BUILDROOT_CONFIG with the fully-
qualified path to .config.
Also, post-build scripts may need to reference a few locations, so export
those, too.
Note: we export both O and BASE_DIR. Although they are the same, BASE_DIR
is used internally, while O is used on the command line, which makes it a
bit ambiguous to know which to use. As users use O= on the command line,
they will probably tend to use that in their post-build scripts.
Update doc accordingly.

It is easy to distinguish two parts in this plan:
- Sections 1 to 4 mainly address people starting with Buildroot

Most of the existing sections have just been moved in the hierarchy,
few were split and dispatch in, what i think was the relevant section,
and numerous others have been created.

This directory groups the following elements:
* the default root filesystem skeleton
* the default device tables
* the Config.in options for system configuration (UART port for
getty, system hostname, etc.)
* the make rules to apply the system configuration options
Even though the skeleton and device tables could have lived in fs/, it
would have been strange to have the UART, system hostname and other
related options into fs/. A new system/ directory makes more sense.
As a consequence, this patch also removes target/Makefile.in, which
has become useless in the process.
