toolchain-external: Commonize /lib/<tuple> symlinks for Linaro toolchains
As proposed initialy by Matthew Fornero [1], commonize the creation of symlinks from {/usr}/lib to {/usr}/lib/<tuple> for Linaro toolchains. This symlinks are only required for old Linaro toolchains.
