package/{webkitgtk, wpewebkit}: select audiofx for multimedia

When using webkit with multimedia support the scaletempo element may
be needed, select the audiofx plugin which provides scaletempo.

Fixes runtime warning:
createGSTPlayBin: Failed to create scaletempo
