package/irqbalance: fix irqbalance/irqbalance-ui socket communication

Add patch to fix irqbalance/irqbalance-ui socket communication by
fixing uint64_t printf format usage.

Fixes:

  $ irqbalance-ui
  Invalid data sent.  Unexpected token: (null)TYPE
