babeld: use TARGET_CONFIGURE_OPTS

As suggested by a previous submission of
babeld (https://patchwork.ozlabs.org/patch/631953/), we can use
TARGET_CONFIGURE_OPTS instead of passing CFLAGS and LDFLAGS in
PLATFORM_DEFINES.
