package/postgresql: select mandatory libopenssl features

Select mandatory libopenssl features (which are selectable since
commit a83d41867c):

- BR2_PACKAGE_LIBOPENSSL_ENABLE_BLOWFISH
- BR2_PACKAGE_LIBOPENSSL_ENABLE_CAST
- BR2_PACKAGE_LIBOPENSSL_ENABLE_DES
