package/lighttpd: pgsql needs wchar

Commit b429dce6f8 forgot to add wchar
dependency resulting in the following build failure of postgresql:

configure: error: C compiler "/home/buildroot/autobuild/instance-2/output-1/host/bin/arm-linux-gcc" does not support C99
